Meeting the baseline does not make someone an expert; it confirms they have reached a defined minimum. Programmes routinely require more, but they may not accept less than the manual specifies for a role.
Compliance as a contractual duty
For contractors, workforce qualification is written into contract clauses. Failing to staff privileged roles with qualified people is not merely a policy lapse; it can be a breach with financial and legal consequences.
